'Federal Idea: A Glossary in English, Sinhala and Tamil', produced by the Centre for Policy Alternatives (CPA) and Forum of Federations (FOF), is now available. The glossary is meant to clearly define some of terms in English, Sinhala and Tamil that can help clarify some of the questions and problems that arise with the Federalism debate. CPA has since its inception over 10 years ago advocated for a political solution to Sri Lanka's ethnic conflict. In the past few years, it has attempted to promote a public debate on the subject so that the federal idea could be critically evaluated and its strenghts and weaknesses assessed. One of the important issues that needs to be addressed is greater understanding as to what federalism is and also what it is not. The CPA was formed in the light of an urgent need to strengthen institution- and capacity-building for good governance and conflict transformation in Sri Lanka and that non-partisan civil society groups have an important and constructive contribution to make to this process.
